Shelly served as Director-General of the Prime Minister’s Office before his ambassadorship. The UAE has allegedly expressed that they no longer wish for Shelly to fulfill his duties as ambassador. Israel is actively seeking a new role for him. His return follows several controversies he stirred during his tenure in the UAE.

Months ago, Ambassador Shelly was reportedly spotted behaving inappropriately at a local bar, failings which local sources claim “damaged their honor.” Despite these allegations, the Prime Minister’s office issued a statement declaring that the Prime Minister had not decided to recall Israel’s Ambassador to the UAE.

Shelly’s conduct has raised concerns before. For instance, following the massacre on October 7, Shelly claimed in an interview that a party he attended contributed to the chaos of that day. As well, during his ambassadorship in Brazil, he caused a stir when meeting with President Bolsonaro, by tweeting a picture of lobsters at their shared meal. In 2012, Shelly was removed from public service for three years after making a false declaration.
